A lawyer by training, she was a senior official in the Ministry of Planning, External Cooperation and Public Service and Chief of Protocol in the Ministry of Foreign Affairs of the Government of Haiti in exile in Washington DC.
In 1996, she became a member of the Cabinet of the Minister of Justice and Public Security and head of the Coordination Office for the Raboteau Massacre lawsuit.
